Stream title presets should be configurable per channel

Would require a new command to allow addition/modification of the presets.
Would also require a db table to store them - link to authstore via FK?

example: !updatepreset <presetname> - would add a new presetname with the current stream title & game if doesn't exist, otherwise, modify the existing one.
