Resolve 2024 data errors with the Clerk and Treasurer

We've found a number of errors in the data that we received from the Clerk and the Treasurer, which we've documented in the working draft "PTAXSIM 2024 Data Update Decision Points" doc. Where possible, we should raise these errors with the other offices and try to resolve them ahead of the 2024 release.

We've decided we're not going to let this block the launch, so I'm removing this issue from the PTAXSIM 2024 project. We've resolved all Clerk-related errors, so the only remaining errors are some discrepancies in a couple thousand tax bills between the Treasurer's data and our tax_bill() output. If we can get assistance fixing this, we'll plan to release it as an incremental database version update.
