META: Updates for Data Science Kit

Planned updates for Data Science Kit, to be fleshed out later:

1. Refactor code from series of bash scripts to python script and notebook

• update python libraries used, woefully out of date requirements.txt

2. Update README to include information on getting started, including

• instructions on virtual environments (using venv)
• instructions on using wget

3. Add newly released 2023 public HMDA data, update previous links if necessary
