Add instructions to terminal localhost server set up

There currently aren't any explicit instructions in the README to setup the localhost folder and to adjust the scripts to add in user's individual username.

• Add localhost server set up instructions for loading public data science kit somewhere around the "Creating Postgres Tables and Loading Data" section.
• Make instructions to change username or change scripts to be general for anyone
