Store the CSV headers in the appropriate sub folder of the [schema](https://github.com/cfpb/HMDA_Data_Science_Kit/tree/master/documentation_resources/schemas) direcotry by dataset. Name the files such that it is clear which dataset and which year they are for. Example hmda_panel_2017_header.CSV
