Provide for Downloading and Loading mLAR Data

The issue is complete with the following tasks:

• Add instructions to ReadMe detailing how to download and load modified LAR data into a SQL Database referencing SQL load scripts.
• Bash script to run download and load functions from a single command. This should be an extension of the current bash load script and the bash download script. The scripts need to be integrated in the download and load script already present.
• Create a download script via Python.
