Create codes for LAR fields that are bucketed

For the fields that were binned due to privacy protection methodology, create an integer code map for all values in the bucket.

This work will serve as a discussion reference for potential improvements to the publication work.

This work may form the basis for creating these codes in the Data Science repository as a tool for advanced data users.
