Move projected data dates into JSON

Logic for figuring out the projected data dates for each chart would be taken care of on the data processing side, and included in the CSV + JSON data for each chart. This would make the page load more quickly for users, since that calculation wouldn't be happening on page load anymore. That means Office of Research would have to do that calculation as part of their data processing steps.
