Header component: Navigation refinements

Description

The purpose of this issue is to refine the mobile navigation menu to more closely align with the cf.gov mobile navigation.

Changes requested

• Change links to be generic: "Link 1" "Link 2" "Link 3". Leave button as "Log in" and "Log out"
• Change background of navigation menu to Gray 5
• Horizontal rule lines should not extend all the way across (should sit within the padding)
• Padding should be 15px top, left, and right and 30px below
• Height of each link row should be 50px
• Selected state bar is black, Hover state bar is CFPB green
• Hover turns text to Black (Selected and Unselected nav items)
• Rule lines should be Gray 40
• Menu toggle button is currently showing up as blue. Should be black. This includes the hamburger icon and the x icon.
