Newly created repos should not have the template's history #48
Just observed that https://github.com/cfpb/publish_eccu was created from the devdash, but it comes with all of the commit history from open-source-project-template.
It would be better if it was just a single initial commit that's a snapshot of the current HEAD of the template repo.
