Add a dedicated healthcheck endpoint for `icepeak`

As mentioned in #13846, we have been misusing the metrics endpoint as a consul healthcheck for services without a dedicated healthcheck. The best way to fix this issue is to have dedicated healthcheck endpoints for the following icepeak services:
