Chef Workstation v23.2.1028 unable to accept license

When running the command to accept license, it is not working and returning the command help

Note: The same command is working as expected in Chef Workstation v21.10.640

Command: chef env --chef-license accept
Output:
Prints environment variables used by Chef Workstation

Usage:
chef env [flags]

Flags:
-h, --help help for env

Global Flags:
--chef-license ACCEPTANCE Accept product license, where ACCEPTANCE is one of 'accept', 'accept-no-persist', or 'accept-silent'
-c, --config CONFIG_FILE_PATH Read configuration from CONFIG_FILE_PATH
-d, --debug Enable debug output when available
-v, --version Show Chef Workstation version information

I am getting similar issue on Windows 10, Ubuntu Linux 18.04 & Ubuntu Linux 20.04

I traced this back to release #2750 version 22.4 when that function was moved to golang
