Add evidence-completeness to branch protection required checks

Objective

Add the evidence-completeness check (from #553) to the branch protection required checks list on main, making it a hard enforcement gate for all PR merges.

Acceptance Criteria

• evidence-completeness added to required_status_checks.contexts on main branch protection
• Verified via gh api repos/.../branches/main/protection
• Branch protection canary (Scheduled branch protection integrity monitor: alert on config regression #546) still passes after the addition

Notes

• Config-only lane (Admin → Consultant)
• Depends on Build composite action: pre-merge evidence completeness gate #553 shipping first (job name must exist before it can be required)
• Use same API pattern as Enable branch protection on main: required checks + admin bypass disabled #537
