Improve geographical data submission process

Currently no information is provided as to how geo data should be submitted. I think we can improve this process by integrating a few key features. I guess we could also consider this an evolving list, I'm open to suggestions ofc.

• Provide information as to how the drawing controls themselves work. It isn't immediately obvious that to "complete" a drawing you have to double click outside the polygon. I also haven't played around long enough to figure out what the combine and uncombine buttons do.
• Provide clear guidelines as to how geographical data should be submitted.
• Provide some way to import polygons to allow for easier mapping of coastlines. Previously the mappers were able to import OSM's polygon shapefiles and build off of them as a template. I'm not entirely sure what would be the best way to implement this, maybe a snap-to-coast kind of thing for modeling? Might be difficult.

These are great ideas. However I would put this for v2, where we would sit down with some mappers, learn how they use QGIS, and try to replicate the most useful features of QGIS.

I believe in one of the discord channels I pinned what they agreed were the most essential features of QGIS, and some of the mappers submitted videos as to how they use the tools as well.
