Clearify server requirements

As a deployer I expect the README to describe the server requirements in a bit more detail.

• The inventory uses ubuntu user to login. Forcing the server to have that user.
• The playbook uses Ubuntu bionic Docker ppa. Restricting the server to that OS version.
