Release does not contain binaries for arm64 on Linux

Much like the title of the issue says, the release does not contain these binaries.

We probably need to cross compile this, or set up a GitHub action to do this properly. I don't necessarily have all the requisite machines to build and test for.

I'm interested in assisting with getting this working on Windows arm64. I have a Surface Pro with the Snapdragon(R) X 12-core X1E80100 processor. I'll start by setting up a local build following the instructions in the BUILD.md file.

Is it alright if I reach out here with any questions or issues?

I got a local development build working. Seems like the only thing we need to do is to cross-compile for ARM64. There is a warning message an unknown chip model, but this appears to be from the upstream pytorch/cpuinfo repo.

Error in cpuinfo: Unknown chip model name 'Snapdragon(R) X 12-core X1E80100 @ 3.40 GHz'.
Please add new Windows on Arm SoC/chip support to arm/windows/init.c!

My next steps will be to look at the .github/workflows/ to see how we can cross-compile for ARM64 for Windows.

Submitted PR #340 to add Windows ARM64 support.

@tonybaloney didn't you fix that cpuinfo or am I remebering wrong? I thought we spoke about this.

yes that was fixed back in March. cpuinfo must be out of date, it uses the CPU register/MIDR registry keys to detect the chipset name now.

for what it's worth Windows ARM builds of Handy were enabled by #340 and they work

not sure if there is a specific issue that @oddrationale ran into while doing this work that they can elaborate on if it's helpful

Renaming the issue to be clear what is outstanding on the repo, just arm64 builds on Linux. Mainly need a contributor with this config :) or maybe a rpi!!! So we can enable mainstream ISA's for Handy

Yeah, I think cpuinfo is out of date. It does not have the info for my Surface Pro 11.

Here's the result of running bun tauri dev. It builds fine, but when running the .exe, it shows this warning message.

As I mentioned above, the warning message does not impact the ability to run the program. It still works as expected. So this is not a blocking issue. But I can open a bug report on the cpuinfo repo if that would help. Let me know!
