Report metrics when performing `workshopctl apply`

After the provisioning, we want to show metrics about how fast all the different phases were executed.
Sample metrics would be:

- k8s provisioning time
- bootstrap deployments ready time
- additional, git-deployed ready time
- dns propagation time
- TLS cert propagation time
- total time consumed
