Support configuring auto-scaling on push

Currently there is no task for configuring auto-scaling when deploying an application. You can bind to an auto-scaler service like you would any other. However, it will have no auto-scaler setting by default. It would be nice to have an option here to provide the manifest or location to it and have it uploaded with the application vs making it another task.
