Autoscale on Cloud Alerting notifications #11
Description
The autoscaler could be more responsive if it was able to scale up or down Spanner instance when a Cloud Alerting threshold is triggered. That would allow the autoscaler to act outside of the polling interval enabling it to scale up as soon as the scale up threshold is passed.
