As far as I can tell, the compiler and antlr versions are up-to-date

I think the antlr version still needs to be updated to 4.13.0 (https://github.com/antlr/antlr4/releases/tag/4.13.0), currently the antlr version is 4.10.1

• I think we should update json.hpp to be the same updated version as the Tester. We can find it here: https://github.com/nlohmann/json/blob/v3.11.2/single_include/nlohmann/json.hpp
• Also, I think we should update the inja include. Here is the most recent release version: https://github.com/pantor/inja/blob/v3.4.0/single_include/inja/inja.hpp
• Should we update the minimum cmake version? Right now it is 3.0.
