Ticket GPU Parameters Not Being Passed To RelVals

When creating a ticket with a GPU (as CMSSW_14_1_0_pre7__Test_GPU_Label-00001) the related parameters (GPU requested, memory, ...) are not passed down to the RelVals created (see here) unless the step is specified. I think that if the GPU steps is left empty we could apply the settings to all the steps (as is e.g. for the commands input).
