Add FAQ page

There are some issues that come up regularly during each semester, so I wonder if it would be useful to provide a Notes page to accommodate. Some gaps in comprehension we see often are:

- S-expressions / parsing.
- Representation of a86 versus native Racket code.
- Compile-time/run-time distinction.
- Heap-allocated data structures (seemingly in their entirety).
