Improve Project List Filtering so that searches can be more specific and precise

In maintainer-d the current project results list is searchable by

• Project Name
• Maintainer Name
• Legacy OWNERS/MAINTAINERS file name

The first pass implementation of the list filters searches are case-insensitive "contains" search

improve search capabilities by adding extra precision

• a case-sensitive toggle
• a starts-with toggle so that search text in anchored to the start of word boundaries
