build: old import path for backoff dependency

You are using an old import path : github.com/cenk/backoff wich is now : github.com/cenkalti/backoff

Is that possible to update it please ?

@nicolasStevenin Thanks for the heads up! We vendor all our dependencies, so we won't suddenly see broken builds from an upstream rename, but I'll make sure it gets updated going forward. Thanks again!

We need github.com/rubyist/circuitbreaker to update first, unfortunately. I've opened rubyist/circuitbreaker#55 upstream.
