Looks like for some people this method doesn't open the overlay. Looks like it's properly called up to the native function call. Once it enters native method I didn't check it further. The overlay is enabled in Steam, enabled for the particular game too.
Maybe it is connected to this problem (#153 ) since both of them are overlay related.
