Implement a dual comment system that clearly distinguishes between critical inline code comments (that must be addressed) and broader suggestions in a global comment section.
Description
Currently, all review comments are treated equally regardless of their importance or urgency. This makes it difficult for developers to prioritize which feedback needs immediate attention versus which feedback represents optional improvements. This feature aims to create a clear separation between:
- Critical inline comments - Issues that must be resolved before merging (bugs, security issues, critical performance problems)
- Global suggestions - General improvements, style recommendations, and non-blocking suggestions
This separation will help streamline the review process, reduce noise in critical feedback, and make it easier to track what issues must be fixed versus what can be considered for future improvements.
