Need way for users to sign up for notifications

Idea:

• Go to website
• Login with wca
• Accept to receive notifications for prompted competition, retrieve phone number.
• Ask if number can be used for future competitions.
• Send phone number to service that texts users
• Add it to a database that links users by email with their phone number.
