Add Various Ops Files referenced in v7.12.0 Release

Concourse v7.12.0 has been released but the Ops Files have not been updated to reflect the changes in the Bosh Release Repository

Describe the solution you'd like

Add the Ops Files matching the functionality introduced in Concourse v7.12.0 and the Bosh Release:

• AWS SSM Shared Path
• Worker IPv6 Networking
• PostgreSQL Binary Parameters
• Default Resource Type Checking Interval
• Vault Client Token Path

Full AWS SSM Support needed to be added since the Ops File didn't exist.
