EXE: Registry entry not removed when single-user installation run as Administrator

What happened?

When a single-user installation is uninstalled as Administrator, registry keys are left behind because the uninstaller assumes that the proper registry hive is HKLM, not HKCU. The uninstaller should perform a more thorough check to ensure registry keys are removed.

Additional Context

When other installation problems occur, a common recommendation is to run as Administrator, which should be permissible and clean the registry properly.

I have done several tests and cannot reproduce this behavior. The code sets the shell var context correctly:

Until we get parameters on how to reproduce it, I will close the issue.
