Container linux upgrade from 1632.3.0 fails #303

I upgraded one of our clusters to 1.9.6-tectonic.1 yesterday from 1.8.9.
Our other cluster is running Container Linux 1745.5.0.

I tried running update_engine_client -update and got this message.

Actual Behavior

The whole cluster is still at 1632.3.0 and reporting it is up to date.
