Description:
On a clean install, at "Review additional apps", it just says "Loading ...", never able to select apps from an older install. Pressing OK it proceeds (workaround), but then cannot restore apps.

Steps To Reproduce:
Setup, just wait at "Review additional apps".

Expected result: Able to select restore set.

Bug ID, severity, and priority assigned.
Bug has been reproduced multiple times through development, and an attempt will be made to fix it over the next week. The bug manifests while the SetupWizard.apk is running, and most likely originates from the Google Backup Adapter, which will be updated.

Both the Google Backup Adapter and the Setup Wizard have been updated in the latest Explorer build (coming tomorrow), and hopefully the bug is fixed.
