Bulk assignment to sites

when there is a huge amount of workflow to be announced, we have to call assignDatasetToSite.py for each and every dataset. this results in thousand of voms-proxry-info, wget and phedex calls.
things would be much faster with possibility of calling with a long(er) list of datasets.

This is not hard to implement I think. I can work on this in the next few days.

I have just added this feature. --dataset can now be a coma separated list of datasets. Careful, any other specified parameter is used for all subscriptions made.
