Expand extension for new functionality

Expand the extension to include a minimum of two new functional tasks:

1. an environment enumeration routine that will emit / create a json file of the current state of the agent

• this should never fail a task
• the file export should be optional
• should include docker functions to enumerate docker as well, if it is present
• should include Powershell version information, if it is present

2. a structured manifest.json builder that will provide contextual information about the build

• intended for later use in pipelines
• include version information
• include differentiation between code base artifacts and test base artifacts
