Bootstrap design system (tokens, themes, components) — placeholder tracking issue

Repo is currently empty. Repo description: "Create Protocol design system — shared tokens, components, dark/light themes. Used across all Create Protocol apps."

Scope

Bootstrap the design system:

• Tokens — colors, typography, spacing, radii, shadows. Dark + light.
• Components — Button, Input, Card, Badge, Modal, Table at minimum.
• Themes — dark default (matches CR8 aesthetic), light as toggle.
• Storybook — every component with a visible matrix of states.
• Package — publish as @create-protocol/ui npm.

Priority

Blocked on the abhicris/CR8 Phase 1 frontend work landing first — design system should follow from the real components, not lead.

Pick this up after abhicris/CR8#16 (compute marketplace scaffold) and #17 (agent profile template) are merged, so the design system extracts what's actually used rather than guessing.
