Config file in otr directory #6

Description

@rkrug

I think adding a config file which is located in the otr directory would make quite a bit of sense now, as there are quite a few options available.

This would make the selection much easier, as all possible options could be included in the default config file. It could also include all the passwords and URLs so that the command to start the decoding / cutting / conversion could be much shorter. Options specified in the command with -e would obviously overwrite the ones specified in the config files.

Any thoughts?
