Reserved word handling overly strict? #568

Handling of reserved words appears overly restrictive.
For example, REPORTCOL colHead="Sum" ... produces:
S0250: 'SUM' cannot be used here
The words "SUM", "ALL", and "ALL_BUT" are recognized and rejected when encountered in non-sanctioned contexts.
Can this be less constraining? Perhaps the reserved words could be changed to "$Sum" etc. They are currently never used, so possibly OK to change them. That does not formally eliminate the problem, but makes less likely to be encountered.
Alternatively, it might be possible to treat these words as "non-special" except where they are specifically allowed. That is, just eliminate the error message. Would that create trouble?
