Add ability to control when RSYS auxiliary heat is available

Add subhourly boolean input.

Use cases:

• Disable during setback recovery
• Disable until indoor temperature drops below a threshold from the setpoint temperature

All input names in the following are subject to refinement.

No modification of defrost aux behavior.

Method 1

Boolean flag: rsAuxHAvail 0 or nz subhour variability

Method 2

Capacity factor: rsCapAuxHFactor. float >= 0. subhour variablity. Scales rsCapAuxH at subhour. Use 0 to turn off.

Method 3

Enhance rsCtrlAuxH. Current choices are "Lockout", "Cycle", and "Alternate"

Add "Off" and change to subhour variability.

Ideally change "Lockout" to "CompressorLockout"

Downside: A lot more processing is required to handle a choice input as opposed to a numeric. This cost would only be incurred if a short interval expression is used. Not known whether cost would be significant.

I think I like methods 1 and 3 best. Method 1 seems simplest.

Of course I like #2. More general version of #1.

I think 2 tries to stuff two independent concepts into one input:

1. The current physical capacity of the aux coil
2. The control logic of when the aux coil can trigger

They might both be valuable, but I think it is confusing from a user-perspective to conflate them into one input.
