Update Sprout invoice totals to include health screening, rounding improvements

Background

DCYF is asking for a couple of changes to the Sprout invoice. There are two problems currently:

1. Providers have to add their health screening fee into the grand total on the A-19, as the Sprout invoice includes it separate from the total at DCYF's prior request (years ago)
2. When all the category totals are added in a program like Excel, they don't always add up to exactly the same as the grand total. The difference hasn't been greater than a penny, but it causes friction in the review process.

We have permission to add a column to the invoice spreadsheets so that the totals on the spreadsheet match the A-19 without having to add the health screening fee by hand.

A “new” total or a “grand” total column is fine.

Sprout invoices display totals in the following manner:

• Category totals add up to the grand total exactly
• Health screening fee is included in the "grand" or final total

Jooree implemented this and it's ready for code review. Once it's through code review we'll share a sample invoice with the changes for review/approval.

When to schedule this deployment? Want to think ahead about this one.
These changes will affect how folks fill out their A-19s, in that they should not manually add the health screening once this change is live.

• Do we need to coordinate with a provider meeting? Beginning of May provider meeting might be a good one. Could be covered sooner if needed.
• Also sync up with a good time in the billing cycle

Planning to give providers a month advance notice that this change will come.
Regional leads can also be aware to double check that providers aren't adding the health screening fee again.

Any more approval needed? Pretty straightforward changes. Jordan approved via email on 4/?. Rachel to double check and provide final approval.

Jordan reviewed the test file and approved on April 21.
Rachel double checked and approved on April 28.

Andrea confirmed on April 28th that she's going to let providers know about the upcoming changes in the May 4th provider meeting.

So we're good to release this in early June.
