Module Appears to Work without Issue in v11

I recently took the big leap and updated my Foundry core to v11. CustomCSS appears to work in v11 without any issues. The new setup page lets you easily view any package issues, and there are none related to CustomCSS.
There may be other checks required, but I think this module is ready to be marked as v11 ready.

I should note that CodeMirror does have a single package warning module "_CodeMirror" declares media.link which is unsupported, media.url should be used, but I don't believe it is explicitly marked as a dependency to this module right now.

I am getting some issues, mainly that in some cases the Custom CSS does not seem to be applied properly without warning in V11
