Discussion: Data import and entry workflow

We need to define workflows for performing data entry. We might be able to do it all in the GUI, or we might need some "bulk entry" tools.

This will need much more discussion, but as a starting point, my current thinking is to (at least initially) restrict tabular or JSON import into EM Places to three main scenarios. 1a) The creation of core data records on the basis of reconciled data from external contributors w/links to preferably GeoNames or else another approved authority (e.g. Getty TGN). 1b. The creation of historical (in particular, administrative) hierarchies for already existing records with data from external contributors. 2. For all other extended metadata (e.g. calendar transition dates), external contributors would need to use a webform. 3. Data contributed in the new Linked Places gazetteer interchange format as GeoJSON-LD.

Rationale: Very few projects will have the kind detailed early modern place data that differentiates EM Places from e.g. GeoNames. Those that do, are likely to have it for historical administrative hierarchies. Many more projects, however, will have data on early modern places for which they needed to be their own authority (because no IDs for these places could be found in one of the standard authorities like GeoNames or Getty TGN). These data are likely to already be available in tabular format.
