paginator_fetch_request - make Sys.sleep(x) a parameter in the function (default=0.5)

polling_request -- change default polling interval to 1 second

cache_init -- remove 'staging' and associated switch-case. New default url should = 'https://api.cunybplservices.net/' . User should optionally be able to change this, though its probably not neccesary
