Fail to downgrade packages

When trying to install a older version of a existing package on the machine the downgrade options is not default for Chef packages.

One solution is to put in Cupperfile a configuration that allows option of 'force downgrade' that depends on each distro. On apt, for example, it's --force-yes.

Other problem was found with the downgrade. The apt can/does downgrade the package only specifying the version, however the dependencies don't.

I couldn't find a good solution for this problem. The work around for now is set the variable 'package_version' to false and let the package install the latest version of the package.
