Enable contributors to see build pipelines

**Is your feature request related to a problem? Please describe.**
Open source contributors working on our projects should be able to get feedback on whether
their changes work as expected. In addition, our maintainers need some way to validate that
contributed changes work, while protecting the security of our internal infrastructure.
