all_test.go: new tests fail on Linux, do not build on Windows

@steffengy I've just pushed a couple of new tests that build, but do not yet pass on Linux. While I'll try to incrementally resolve the later, you may want to similarly update your Windows port. Please do first go get -u on all of the the C-related packages (CCGO, CCIR, CRT, IR, IRGO, VIRTUAL IIRC) and probably repeat that also later as I'm continuously updating those packages as necessary. Then please try running go generate in SQLITE. Please let me know if you run into troubles I can possibly help with.
