Update the UI in Herokus for 8th December pilot

Update the UI on Guanyem pilot http://codietic.herokuapp.com based on output of d-cent/patterns#56.
Only merge basic stuff, like fonts and colours. Not the filtering tool or Logo.

Update UI Finnish pilot http://finnish-democracyos.herokuapp.com.

Update UI Main D-CENT prototype http://democracyos-dcent.herokuapp.com. Add jaakko@okf.fi as Heroku admin for adding new DemocracyOS admins.

@jaakkokorhonen this is all done except the part on the GuanyemPilot. I got no pull requests for that repo so there's not much I can do except bring all updates from the d-cent main repo to it. The thing with this is that the Guanyem team is probably not ok with us changing all the aesthethics of their deployment since there's a lot of customization they asked for that isn't so in the d-cent codebase.
