Article lock

If multiple authors are trying to edit the same article there should be a flag in Publish that states "This article is currently being edited by XXX."

Actual behaviour - multiple users can work on the same article and then only one users updates will be saved

To create get multiple users to update the same article with different changes and both should try to save their changes.
