Implement smearing of theta and time values

Smear all theta and time values by their resolutions (@dally96 can you comment with the resolutions from earlier today?). And repeat the performance plots for the various cuts.

The time resolution is 30 ps
The theta resolution is 0.025 rad

@Bukas73 will do 1D projections to confirm that the smearing is working as expected.

Smearing values we want to explore:

sigma_t = [20,30,50] ps
sigma_theta = [10e-3, 25e-3, 50e-3] radians

and the sigma_t=sigma_theta=0

Need 10 pickle files from @Bukas73 with the sigma_t and sigma_theta values in the filenames.
