Add a "voteWithSignature(...)" function to the Genesis Protocol.

this might needed for mutatx with just relayer...
currently we are looking for metatx solution with smart wallet so it require no change to the contracts.
So this is not high priority yet.
and also for the specific function there is no need as there is an option to vote on behalf on some else...
