Enable Hugo's page ToC

I thought I did this a while ago, but we should enable hugo's page ToC. Seems like it'd be useful. https://gohugo.io/methods/page/tableofcontents/

Ah its already in the theme template, but needs front matter to turn it on include_toc

yes we decided to only include it on the really complex pages

Do we actually have it on anywhere? I was looking at some module reference and none of them seem to have it.

Looks like its just inline in the page under the title, might be nice to have it sticky in its own column, which seems common now-a-days on docs sites.

As discussed, include_toc is used in "filmic rgb" and "color calibration" but doesn't render for some reason
