Decentralized searchable index for day?

I recently discovered dat and dont fully understand how dat protocol works so please forgive me if I come off as ignorant.

My question is regarding file discovery using dat protocol. Right now to find files through dat protocol you must either search through the browser on seeker or be given an dat address. This seems like a major weak point that can be censored/gated.

My question is would it be possible to create a protocol for which users share a complete index of the files on the network to be shared securely that users can search locally and not be censored? If so is there any plans to build something like this into dat?
